implements #117632 (comment) suggestion

There no strict version dependencies between some crates, so yoke was 0.7.2, but yoke-derive left with 0.7.1, same with zerofrom, zerofrom-derive, zerovec, zerovec-derive; drops synstructure 0.12* dependency, less syn 1.* users left.

Thanks! The Unicode license exception was approved by David in #117632, this just extends it with more crates from ICU4X.

btw, if you want to do something very useful with deps, it would be super appreciated if someone could finally get #112865 past its first bump, making it actual working with less effort weekly afterwards :D
