fixup for #40672 - see discussion in #40670
i.e. release again from previous source/release branch to fixup tags and cob_control-release repo

the bloom-releases got a bit messy - see #40670 for the discussion

thus, they are now superseded by a final, eol release from the "old" dev branches - reverting the (partial) release from the "new" dev branches:


I will create one more follow-up PR once the PRs above are merged which:

  • marks all cob_* entries as end-of-life
  • fixes the discrepancy between doc branch and source branch
