Auto merge not working as expected #29819

Unfortunately the auto-merge is not being performed, we just don't know if this is a bug or an expected behavior. We first see the PR being created by renovate as well as the auto-merge is enabled based on the logs defined in [1]. We also see the auto-merge being enabled on the PR by renovate. However, even after the tests have passed, on consecutive runs, renovate doesn't merge the PR. All we see in the logs are on [2]. We were expecting to see renovate be able merge the PR after all the tests have passed without requiring any reviews as this is, from our understanding, the behavior of "Allow specified actors to bypass required pull requests". edit:
We do have CODEOWNERS enabled on our repository but we were still expecting the "Allow specified actors to bypass required pull requests" to bypass this setting. Let us know if our understanding is correct. Logs (if relevant)Logs [1]
