renovate dry-run command fails in version v37.410.0.

The settings that worked before no longer work after v37.410.0
It seems that the PackageFiles passed to dependency-dashboard are null.
This doesn't works even if I disable dependencyDashbord.

Note

Solution: mode: silent

with silent mode, ensureDependencyDashboard goes early return.

Could you explain how someone could reproduce this problem? e.g. do you mean that it's caused by setting "Silent" mode in the Mend hosted app? A reproduction repo which I can fork to reproduce would be very useful
