Add unit test for run_planar_gripper_rotate_simulation.cc

This unit test would test the consistency of the brick rotation simulation (run_planar_gripper_rotate_simulation) by moving the core simulation code into a separate file/method that is called with a set of initial conditions, and returns the final simulation state. The state is compared against a known result.
