build: Add action workflow; update Makefile, README

feat: Set env var file for edam subcmd

- Allow env var reading from command line or file. A fixed location for
  the env var file doesn't work so well for a command.
- Simplify code a bit.
- Update usage messages, defaults.
- Update README.
