respect build requirements at poetry install #7975

It's unclear to me at this point what the intention was of the code that hides pyproject.toml from pip during poetry install. It has been there ever since 2ed53be.

Anyway the practical effect is that of course pip can't see build requirements as defined in that file. So simply removing that code fixes #6154 (and its duplicate #7909).

I think early-to-mid-July, but it will depend on the maintainers' availability.

I changed my local poetry installation according to 75fc2c1. Poetry does now indeed build and install any extension module, while respecting the build deps. However, the install is no longer editable, even though pip lists the installed package as editable (with a path to source location). In fact I have to reinstall the project for every change in order to run my tests on these changes.

Is this intended behavior?
