feat(ci tally): produce stats about pipelines and jobs in CSV format

Description

Introduces glab ci tally which produces a simple collection of statistics about past pipelines and jobs. These statistics include how many pipelines/jobs have succeeded or failed. Also how long they take to complete on average (also quickest and slowest).
