This PR makes CE builds use a naive Happy Eyeballs (not really) implementation for TCP to enable automatic IPv6 connections with IPv4 fallback. In dual-stacks, IPv6 is preferred. Please see https://github.com/ruslandoga/happy_tcp for more information.
