Separates referrer data from 'initial referrer'. The former represents the referrer for the pageview/event in question, the latter represents the first-touch referrer for the lifecycle of the visitor.
This removes a bug in production to do with referrer handling. It also prepares the ground for making cookies optional. The
initial_referrerdata point requires a cookie whereasreferrerdoesn't.
