Description:
Initial pull request for the Splunk Enterprise Monitoring receiver. This receiver is meant to allow for administrators to leverage opentelemetry when monitoring their Splunk stacks. This tool is meant to help reduce or even altogether eliminate the need for ad-hoc monitoring solutions for Splunk users who also use opentelemetry collectors.
