[pkg/stanza] Add header_delimiter option to the csv_parser

Description:
Adds a header_delimiter option to the csv_parser. This option allows a separate delimiter to be specified that is used just for the headers. By default, this option will have the same value as delimiter, preserving the old behavior of delimiter.

Testing: Added unit tests for new functionality.
