feat: remove elasticsearch feature gates for indices and cluster shards

Description:
Removes feature gates for all index-level operation counts and for count of shards on cluster-level.
Note: These were originally to be in beta from 0.68 and removed from 0.71, however the previous PR was not merged on time and they were made beta in 0.69.
