Describe the issue you're reporting

It's not clear why, but the govulncheck github action job appears to get canceled intermittently. See https://github.com/open-telemetry/opentelemetry-collector-contrib/actions/runs/4813678860/jobs/8570512236 for an example. This is causing the build to show up as a failure.

re-opening as the change was reverted. need to investigate how to use cache restore functionality

Now that the job runs with smaller modules in parallel, all seems to be well. I recommend closing this issue.
