- Changes windows build CHOSTS to current recommended tuples
- Fixes bug in applet parameter parsing causeing quotes to be included
- Adds special paramter smart-true-root to applets for shenanigans

smart-true-root allows the root passed to smart to be changed by the
applet before setting it as the base address for the AppletStub. This is
useful when one makes a skeleton applet file locally and want to connect
it to a remote server as with an RSPS.
