Updating Minimum Supported Bundled Java Version in Administrator Launcher 1.5.0

NOTICE (UPDATED): After reviewing community feedback, we have decided that starting in Mirth Connect Administrator Launcher version 1.5.0, we will be removing the Java (OpenJDK) 8 bundle and no longer adding a new Java (OpenJDK) 11 bundle. The current Java (OpenJDK) 17 bundle will continue to be available.
