Is your feature request related to a problem? Please describe.
A convention/pattern for header file content was documented in nasa/cFE#2306, and is being further refined in nasa/cFE#2451

Describe the solution you'd like
TO_LAB should follow the documented naming convention

Additional context
All components should be consistent

Organize source files into a directory and naming pattern that is
compliant with the CFE current recommended practice.

Configurable items are moved to the respective header files and
documentation is added to indicate what they do.
