Unable to change Time signature multiple times because element is deselected each time (comparing with Key signatures and Clefs)

Expected behavior
After changed first time, Time Signature (or note or bar) shouldn't deselect, should be able to change it multiple times (from Palettes). It should behave like Clefs or Key signatures

I’d like to try this. Like @cbjeukendrup said at #15363 , I’ll move selectElementsWithSameTypeOnSegment to the libmscore module, probably to the Score class which has already several selection methods.
