For Detroit's Purchasing Website, you need to scroll down to the section marked "Urgent Vendor Notice" and then understand that "Informal Purchase" is the last purchase amount up until Competitive Bidding.

I think we need to specify more directly where to find this information on the page of the website.

This is sort of related to #20, but is more specifically for locating the item on a website, rather than in the municipal code.
