Adding in Ordinance Number for Legal Reference purposes #20

For some cities, a URL will only link to the long form of the municipal code, which still takes a long time to search through.

For all other cities, for legal purposes, knowing where the number resides in the Code of Ordinances could be extremely important.

For example, The City of Atlanta's purchasing information for small purchases is located in Chapter 2, Article X, Division 4, Section 2-1190.

For people clicking this URL, its necessary to know where this number resides on the page. For startups negotiating prices with government, it may be necessary to know EXACTLY where this number resides in the municipal Code.

For a preview of what this looks like in the procurement.yaml file, I'm going to be pushing some changes to a municode branch.
