Fixes issue #4 by adding the maven wrapper. This allows us to standardize on a specific version of Maven (3.5.0) and reduce the prerequisites to "user must have java 1.8". This is especially useful for CI/CD pipelines.

The project can now be built via:

./mvnw install --projects scoring-shared-kernel
./mvnw package --projects customer
./mvnw package --projects scoring
... and so on...
