The arm64-windows build failure is expected.
Reason:
Build arm/arm64 needs build x86-windows/x86-windows-static/x64-windows/x64-windows-static first because when building
caf:arm-windows, we need to use the executable file generated by caf to generate some files to participate in the compilation. However, the non-arm build system cannot use the generated arm executable file. Same as portproj4.Related: #8792.
