Summary

This PR adds the following packages to azurelinux (they were requested by the Nexus team):

• cpufrequtils
• sysfsutils (required by cpufrequtils)
• mtr

Change Log

• Exisiting mtr and sysfsutils packages have been moved from SPECS-EXTENDED to SPECS
• New cpufrequtils package has been onboarded
