Remove hardcoded width from dropdown overlays #23062

Reverts some of the changes made in #22916

Hardcoding widths is not advisable since most of the dropdowns have variable-sized content. I could not see any issue with this change, but @sidp should know more.

Actually I can see an issue: the emoji dropdown is not positioned correctly after the first time it gets opened. This is because it has position: absolute. Switching to position: relative fixes it.
