Ensure exact match is the first result in hashtag searches #21315

Fixes #17494

Note that I'm not familiar with ElasticSearch and it is not currently installed in my development environment, so I could not test it.

Just to note that this fixes my issue above - it's not strictly an ElasticSearch issue as I see it, as regardless of what is going on with Elastic (whether it is working fine, having config issues, unreachable, etc), the exact-match term should surely always be top.
