Add Southern Sami, and Lule Sami to language list under the ISO-639-3 standard #21262

Adds southern sami (sma), and lule sami (smj) languages under the ISO-639-3 code standard.

I am not familiar with mastodon or what these language codes are used for, but I just wanted to let you know that the ISO-639-3 code for Northern Sámi (sme) is not supported by Google, and when used as a html lang tag it will not be recognized and may result in poor SEO. It is recommended to use the ISO-639-1 code for Northern Sámi (se), and ISO-639-3 for the other Sámi languages for html and web content.

@leevi978 That's a good point. I just realized that this might also give duplicates of northern sami in the language list (since it's already in ISO-639-1) so I removed the sme entry in ISO-639-3 .
