Android does not need root to set up a TAP interface.

This app is fully capable of TAP. I am in no way affiliated with the app.

What about the official OpenVPN app? https://play.google.com/store/apps/details?id=net.openvpn.openvpn

Last time I tested the official app, it did not support TAP.

Then we'll leave the warning for now. People really shouldn't be using TAP unless they have a special use case, and those people can see around a warning.

This does not look like a warning though! It says that root is required, which isn't true!

And using tap shouldn't be a special use case. It is the only way to route all traffic, even broadcast and multicast, used in device discovery. I will even go so far to recommend that the image gives the possibility to use TAP, I've only had good experiences with it. Will work on enabling tap.
