Update k8s deps and go build version

This bumps the Kubernetes client tool versions and builds with the latest 1.17 golang version

I hit the same errors the CI jobs are hitting when I updated the CI for the containerd nightly build in sig-windows-tools.
I'll try and remember what I did to get past them :D

I think it was the go version? I missed it in the CI scripts. The tests pass locally.
