[Keyboard] New Keyboard: handwired/jtallbean/split_65 (qmk#8275)

* New keyboard: split_65

* Updated readme

* Update with requested changes

* Add writePinLow to prevent flickering

* Renamed LAYOUT to LAYOUT_all
