In the near term, Ivy and its democracy delegators have a single goal: sustainably increase DOT's value.
A resource owned by all DOT holders, the Polkadot Treasury (the "Treasury") is a vehicle to realize Ivy's objective by attracting talented project teams that can supercharge Polkadot's growth.
In this piece, Ivy presents its perspective on how this network-owned resource can be best utilized to increase long-term DOT demand and realize the promise of Polkadot 2.0 and beyond.
As of August 25, 2023, Polkadot has a 45 million DOT treasury, with more than 7 million DOT in annualized run-rate revenue [2].
At the current USD-denominated price of DOT, this represents a treasury size and run-rate revenue of $201 million and $32 million, respectively [3].
The Treasury is a resource owned by DOT holders to increase DOT demand.
Every time DOT is distributed to a project, the resulting output should exceed the opportunity cost of reserving it for a future, potentially higher-impact initiative, or burning the DOT token outright.
We envision a world where the Polkadot Treasury serves as the nucleus of a powerful network value loop.
DOT holders can become DOT agents through valuable contributions, and join DOT project teams that evolve into DOT products, which ultimately benefit them.
This flywheel will beget steady growth in DOT holders and network activity, boosting Treasury value and DOT demand.
Reaching this sustainable future-state, though, requires a clear treasury philosophy that informs it should be deployed.
The Polkadot Treasury should be deployed to increase long-term DOT value based on a disciplined approach.
To achieve this, Ivy proposes the following principles:

If the network-owned treasury funds are never given out, they are burned. Lower selling pressure on DOT is never a bad thing.
Conversely, if the Treasury is drained too fast, future teams won’t have the opportunity to apply for funds. It may also result in unnecessary selling pressure on DOT.
Therefore, a balance contemplating market cycles must be applied.
In order to ensure a steady stream of DOT flowing through the ecosystem, DOT holders should seek to deploy approximately its annual income on treasury referenda.
During periods where the USD-denominated price of DOT remains elevated, the treasury may consider a more expansionary mindset relative to annual income to support project teams during inevitable market pullbacks.
However, the Treasury balance should always remain at a level that can sustain prolonged market downturns.
In the event that DOT holders don’t deploy at least the annual treasury income, the network should consider distributing rewards to its most active and highest value ecosystem agents, who continue to add value independent of market conditions.
DOT holders should only support initiatives that help increase network value.
Network value is a product of DOT demand, either from existing or prospective DOT holders.
On an individual basis, this refers to increasing the total number of active DOT holders.
On an aggregate basis, this implies growth of total Polkadot network transactions.
Projects that have a credible approach to addressing either of these criteria should receive serious consideration for DOT treasury funding.
Because the DOT treasury should only be used to increase Polkadot network value, it is not unreasonable for the Treasury to subsidize projects for a period of time.
However, there must be a credible path to project sustainability outside of the Treasury within reasonable timeframes, otherwise, may crowd out other amazing teams from receiving Treasury support.
Projects that are completely funded by the treasury without a path to sustainability introduce two systemic risks:
- Blocking future project teams from receiving funding given the finite supply of funds.
- Creating an unhealthy relationship with DOT holders where they may have to prematurely pause support for projects with large potential.
In addition to the Treasury being able to bootstrap more teams, supporting proposals with a path to sustainability will likely result in higher network impact.
Polkadot is currently a $6bn+ network [3].
While small project asks can unequivocally create network value, it's likely that more ambitious proposals will translate to meaningful network impacts. Large project asks in the form of clearly defined, separate milestone proposals are preferred.
Individuals or teams seeking to work on one-off projects should consider initially seeking funding from the Web3 Foundation or individual DOT holders.
As a general matter, we want to create a culture of DOT holders taking a more active role in helping Treasury-funded projects succeed.
It would be ideal if all project proposals sought retroactive funding for well-established projects that had added tremendous value to the Polkadot network.
But we want project teams to be able to focus on delivering their innovations.
Project teams require funding certainty in connection with delivery.
Instead, a more reasonable approach would be to expect that teams conduct work prior to submitting treasury proposals (e.g. a POC alongside market research indicating that the project will help increase ecosystem value) and request retroactive funding in connection with prospective deliverables.
Polkadot is fortunate to have a tremendous amount of quality project teams within its ecosystem, and conducting the relevant pre-work prior to submitting treasury proposals will only make it easier for DOT holders to support them.
The Polkadot treasury isn’t a venture capital firm targeting minimum returns on investments, and it also isn’t a charity.
Instead, the DOT Treasury is a vehicle designed to increase DOT’s secular demand.
Projects receiving Treasury funding should consider retroactively rewarding DOT holders for their support - especially since the 1.1 million current DOT holders all represent potential customers.
For DOT holders helping make those project teams successful, project teams should consider sharing value generated from proposals provided it doesn’t come at the expense of long-term network value.
Ultimately, these principles represent an initial framework that should be iterated on by DOT holders and project teams alike.
But the principal objective of Treasury spending - to increase DOT demand - should remain constant.
And hopefully, this shared objective creates a harmonious culture of product development between the increasing number of active DOT holders and the rockstar project teams they bootstrap.

The purpose of Ivy’s referenda guidance isn’t to increase the barriers to entry, but rather, make it easier for DOT holders to embrace willing, capable project teams.

Helpful sub-questions for each category are outlined below, in the spirit of making it easier for DOT holders to support proposals.
It’s helpful to understand whether the proposers have genuine interest in increasing the value of the Polkadot network, as our hope is that project teams seeking treasury funding establish long-term relationships with DOT holders.
Unless an individual proposer is seeking a pseudo-full-time role for recurring efforts provided to the Treasury, each referendum should have a scrum team of two to seven individuals based on the following roles:
- Proposer Owner: This role represents the escalation point. Ideally, this individual is also doxxed as one’s social reputation serves as a form of collateral posted to help ensure the project team puts forth is successfully delivered.
- Product Owner: This role owns the project requirements and their prioritization.
- Project Manager: This role is tasked with ensuring that the deliverables are tracking to be delivered on-time and monitors dependencies.
- Evangelist: This role helps promote project awareness and drive adoption.
- Engineers: This role(s) implement the project requirements with any relevant documentation.
For the avoidance of doubt, one individual can, and probably should, play multiple roles outlined above.
While it’s certainly not a requirement, we are passionate about existing ecosystem agents collaborating to submit proposals.
It would also be constructive to know how the project team knows each other, as we find it rewarding to support other DOT agents in their entrepreneurial efforts.
Share relevant projects that the team, or its members, have previously built. Ideally, the project team has already commenced some work on the proposed deliverables, which would also make it eligible for retroactive funding.
This is the most important question in the proposal as it can fast track support from DOT holders. Answers should include a thoughtful, quantifiable goal that can be used to assess the potential impact on DOT demand, and track ongoing progress.
Related to the above question, providing evidence as to why a proposal represents a high-impact initiative and demonstrating existing project demand, which again, only makes it easier to support Treasury proposals.
Clear deliverables with a mechanism to objectively evaluate whether or not they have been successfully met are paramount to establish a mutually beneficial relationship with the Polkadot community.
This will help better engage DOT holders and increase the likelihood of additional treasury support should it be required.
Transparency makes it easier for DOT holders to assess whether or not spend is being appropriately distributed to make project teams successful in accomplishing their objectives.
Budgets should have two sections: Delivery and Post-delivery, with the former encompassing the majority of detail.
The Delivery section should include the costs associated with completing proposal deliverables based on the stated success criteria.
The vast majority of Delivery costs are individual compensation, which generally make up 70-80% of total project costs.
A sprint-based (10 working days) graphic highlighting roles, day rates and resourcing (up to 1, in 0.25 increments) helps promote transparency and makes budgets easier to review:

Day rates should be in line with market compensation for the specified role, but shouldn’t be construed as greedy given the Treasury is a community-owned resource.
Non-compensation Delivery costs tend to include items such as:
- Hosting/DevOps
- Testing Tooling
- Domains
- Co-Working Spaces
- Key Management
Marketing spend, especially travel to events, should be carefully considered as inconsistent return-on-investment makes this a polarizing category.
If the Delivery phase represents a partial MVP, it would be useful to understand approximately how much additional cost is needed to fund MVP delivery, as well as any ongoing costs to maintain that MVP.
This visibility provides DOT holders a sense of any additional potential spend needed, which may or may not be funded by the Treasury.
A project plan supported by the required resourcing and accompanied by detailed milestones adds credibility to the proposal, and helps identify any third party dependencies that must be considered. Example template below:

Projects should not plan on indefinite funding from the DOT Treasury given it introduces systemic risks to this community-owned resource.
Therefore, it would be helpful to understand the longer-term roadmap to secure a project’s operations.
These alternatives can include:
- Revenue models,
- Investment capital, and
- Non-DOT Treasury funding sources.
Ivy is particularly interested in supporting projects to formulate paths to sustainability as it significantly de-risks treasury spend and allows DOT holders to support more talented teams.
Projects should view the DOT Treasury as more than funding - it’s also a resource owned by more than 1.1 million DOT holders, all of whom represent potential champions of project deliverables.
Value share is part of the blockchain ethos where customers are owners, and vice versa.
Treasury spend is not a zero-sum game, and should result in an expanding market for all of Polkadot.
Incentivizing DOT holders to make projects successful, and creating a culture of DOT holders contributing to project teams’ success, not only increases the chances of project success, but it also helps boost the desirability of DOT as an asset.
The worst outcome from projects funded by the treasury isn’t that an initiative doesn’t reach its goals - it’s that a project doesn’t reach its goals and no one can continue the work.
Therefore, delivering projects under software licences that enables members of the Polkadot community to contribute, enhance, or take over work that has already been funded by the DOT treasury helps maximize ecosystem efficiency.
This framework also reduces long-term pressure on project teams as quality innovation can be carried on by new ecosystem members.
Ivy seeks to be a mechanism to connect DOT holders and treasury-funded project teams as a means to increase long-term DOT demand.
In connection with this, Ivy’s near term objectives include:
- Supporting high-impact projects and assisting them with treasury proposals,
- Driving increases in ecosystem agents’ participation, and
- Creating a transparent alignment of interests between DOT holders and those requesting DOT resources, and
- proposing a framework to categorize and organize annual Treasury spend as a means to optimizing efficiency.
