Add fields to allow min/max TLS version and supported cipher suites

The new fields will map to these fields in Envoy: https://www.envoyproxy.io/docs/envoy/latest/api-v2/api/v2/auth/cert.proto.html?highlight=common_tls_context#envoy-api-msg-auth-tlsparameters

Addresses these issues:
