Fixed the BPF_PERCPU_ARRAY description in reference_guide.md to include information about maximum element size. This is in regards to iovisor#2519 .

Fixed the BPF_PERCPU_ARRAY description in reference_guide.md to include information about maximum element size. This is in regards to iovisor#2519 .
