Add random_state parameter for reproducibility of $E_m$ and $F_m$ algorithms.

• Fix wrong duplicate pair checking for $Fm$ algorithm, which also eliminates the error raised when it is called with a single cost matrix.
• Add better input argument checking for k_assignment, including number & dimensions of cost_matrices checking, number of vertices checking.
