chore: disable MSSQL and Snowflake support when building with `fipson…

…ly` build tag

MSSQL and Snowflake support both pull in crypto packages from
`golang.org/x/crypto` that are not allowed by FIPS. Disabling support for
MSSQL and Snowflake in FIPS builds (`fipsonly` build tag) is a stopgap measure
until better solutions are implemented.

This is a new v0.188.0 FIPS branch based on changes to master. Compared to
the previous v0.188.0-fips1, this branch allows flux to build and pass
tests in both non-FIPS mode and FIPS mode (GOEXPERIMENT=boringcrypto and -tags fipsonly).
