- Enhances JWT backend so it may use a files-like ACL rules.
- Allows for Files backend to only check ACL rules, following this use case: Using only Files backend for ACL with identity from TLS certificate #165

…lable strict files checker. Files should be able to check ACLs only. Clen setPrefixes method. Fix test-backends by building custom plugin too, fix files only acls by checking if a user was seen before creating a general record.
