Release Version v0.4.0

This version inherits the functions of v0.3.0, and make some change for "mywavelet.m"
in order to make it more common used.

Including Changes:
unify the units of passed arguments to be SI units;
add one parameter to determine which type of wavefunction will be used;
the Scales and Freqs vector assignment is re-written;
the execute code is changed due to the modification of the function "mywavelet.m".
