This PR tracks the overall progress of @ClFeSc's thesis. It is not meant to be merged at the moment.

* Position material, patients, personnel and vehicles
* Unload vehicles
* Pretriage patients
* Build a material axis
* Treat green patients
* Use remaining personnel for treatment
* Not yet: Transport patients
This introduces some debug functionality that should be removed later on
Add the algorithm for assigning personnel & material to patients
* Plus minor visual improvement
Add UI for automated viewports
Add script to create scenario

We'll probably only pull some things from this. The main part will remain as a draft and can serve as the basis of future work.
