Working RAJA0.7.0 version. Passes L2 tests on Quartz & Lassen.

Runtime on 4 nodes for the h=200 case: 1m23s

This version passes all L0 tests on Quartz and all L2 tetsts on Sierra.

Runtime on 4 nodes for the h200 case is 1m 27m.
