Malheureusement, cette crise va probablement durer des années.</p><p>HOT était impliqué dans un projet sur le terrain avant que la crise ne débute de la cartographie à distance a été poursuivie lorsque la Rébellion a envahi le pays. En avril 2013, lorsque Bangui, la capitale, a été prise, une activation HOT a été lancée.</p><p><span style="line-height: 1.538em;">Cette activation a pour but de cartographier le pays de manière systématique, afin de fournir la donnée géographique de base dont les acteurs humanitaires ont besoin, et pour faciliter les projets de développement dès que la situation locale s'améliorera. &nbsp;</span></p><p><span style="line-height: 1.538em;">Pour plus d'information sur cette activation, veuillez consulter les billets de blogs et la <a href="http:https://wiki.openstreetmap.org/wiki/FR:WikiProject_Central_African_Republic" target="_self">page wiki OSM pour la RCA</a>.&nbsp;</span></p>

+<p class="MsoNormal">Dar es Salaam is one of the fastest growing cities in Africa, with an annual population growth of over 5%.<span style="mso-spacerun: yes;">&nbsp; </span>In 2002 there were approximately 2.5 million inhabitants, increasing to 4.4 million in 2012. <span style="mso-spacerun: yes;">&nbsp;The population is expected to exceed 10 million by 2040, making Dar es Salaam a megacity. &nbsp;</span>Urbanization is largely unplanned, and more than half of city residents live in informal settlements.<span style="mso-spacerun: yes;">&nbsp; </span>The poorest citizens who settle in these areas not only have least access to basic services, but are also the most exposed to natural hazards.</p><p class="MsoNormal">Severe flooding in December 2011 - January 2012 displaced at least 10,000 people in Dar es Salaam and caused 40 deaths.&nbsp;&nbsp;Heavy rains in April 2014 also led to widespread flooding and infrastructure damage.&nbsp;&nbsp;Climate change is expected to exacerbate these trends, as Tanzania’s coastal region is likely to experience heavier, more concentrated rainfall events.&nbsp;&nbsp;Increasing frequency of floods, landslides, and other hazards is expected to impact most the fragile, unplanned parts of the city.</p><p class="MsoNormal">In 2015 HOT will begin an initiative to mapping infrastructure data in various parts of Dar es Salaam. &nbsp;This exposure data will be combined with flood hazard data to conduct risk analysis of potential future disasters. &nbsp;Throughout the year, the local OSM community will be strengthened through mapping activities and trainings, building capacity in community mapping techniques and risk analysis with the aim of improving awareness and resiliency to natural threats.</p><p>&nbsp;</p><p>Twitter: https://twitter.com/ramanihuria</p>

The US Geological Survey (USGS) reported that the earthquake was centred in the mountainous Hindu Kush region, 76km (45 miles) south of <a title="Faizabad" href="https://en.wikipedia.org/wiki/Fayzabad,_Badakhshan">Faizabad</a>, in Badakhshan province.</p>

Ces objectifs d'OSM seront atteints par la mise en oeuvre d'activités de formation et de cartographie basés sur OSM ainsi que la mise en place de programmes d'appui à l'animation et à l'organisation des communautés OSM locales. Dans leur ensemble, ces activités constituent un programme de renforcement de capacités destiné aux représentants de structures gouvernementales, structures internationales, acteurs académiques, secteur privé et notamment secteur des TIC, ONG, groupes de la société civile, etc.</p><p>Le projet Espace OSM Francophone est ainsi producteur d'espace à deux titres en favorisant le développement de cartographies concrètes de territoires à travers la mobilisation de ressources du projet OSM (cartographie, ingénieurie logicielle, documentation et formation) et le renforcement de la mise en réseau des acteurs de l'écosystème OSM autour de cette initiative de cartographie physique de l'espace francophone. A terme, le projet vise à proposer un modèle de déploiement d'un dispositif de cartographie OSM réplicable dans d'autres pays du Sud membres de l’OIF ou d'autres zones géoographiques.</p><p>Entre Juin et Décembre 2013, au Togo, au Burkina Faso, au Sénégal ainsi qu'au Tchad, grâce au soutien de l’OIF et en collaboration étroite avec un réseau de partenaires locaux, HOT conduira 4 missions de 8 à 10 semaines chacune pour favoriser le développement du projet OSM dans ces pays par la conduite des activités suivantes :</p><ul><li>Développement d’un noyau de formateurs de formateurs au sein des structures d'accueil et de relais OSM locaux, Présentation du projet OSM, sensibilisation, plaidoyer et conseil en faveur de son développement dans les pays et la sous-région,</li><li>Coordination avec les acteurs géomatiques (gouvernementaux, universitaires, société civile, secteur privé, communautés d’intérêts, individus) travaillant dans l’aide au développement et l’action humanitaire,</li><li>Animation de cartoparties (“mapping parties”), ateliers de formation pratiques centrés sur les techniques, outils et documents du projet OSM, au sein du lieu partenaire et des relais OSM locaux,</li><li>Réunion avec décideurs et acteurs en mesure de soutenir et de participer au projet, qu’il s’agisse d’organisations internationales ou dépendantes des Nations Unies, d'instances gouvernementales nationales ou locales, d’ONGs locales ou internationales, du monde académique, du monde de l’entreprise ou encore de communautés techniques,</li><li>Actions de communication</li></ul><p>Les retombées globales visés par le projet EOF dans ces 4 pays sont :</p><ul><li>Une amélioration de la carte de base et des données géographiques brutes réutilisables par tous</li><li>L’émergence d’une communauté OSM locale - Un appui à la libération du potentiel de l’information géographique via la promotion des approches open source et open data</li><li>La contribution à une meilleure connaissance des vulnérabilités des populations aux aléas et aux crises</li></ul><h2><a name="english"></a>&nbsp;English version</h2><p>Benefiting from the financial and operational support of the Direction de la Francophonie numérique (DFN) from the Organisation Internationale de la Francophonie (OIF), HOT with a network of local partners is implementing the pilote projet Espace OSM Francophone (EOF).</p><p>In 2013, the EOF project aims at consolidating the OSM communities in Chad and Senegal and starting the OSM project in Togo and Burkina Faso. These objectives will be met through OSM based training and mapping activities as well as specific support programs around community mobilization and organization. These actions constitutes an overall capacity building program targeted to representatives from Government, International Organizations, NGOs, Academy, Private sector (ICT), and Civil Society. The project Espace OSM Francophone produces spaces in two ways: first, it fosters the concrete mapping of territories by mobilizing OSM resources (cartography, software development, documentation and training), second, it reinforces the relationships between the actors of the OSM ecosystem around this initiative of mapping the Francophone space. Eventually, the project will propose a model for deploying an OSM-based mapping approach that can be replicated throughout other countries from the «&nbsp;South&nbsp;» belonging to OIF or other geographical zones.</p><p>Between June and December 2013, in Togo, Burkina Faso, Sénégal and Chad, thanks to the OIF support and in tight collaboration with a network of local partners, HOT will conduct 4 missions of 8 to 10 weeks each to foster the development of the OSM project in those countries through the implementation of the following activities:</p><ul><li>Developing a pool of trainers of trainers within the local partner space and the OSM relays of the country of deploy</li><li>Presenting, outreach and guidance in favor of a major use of OSM in the country and the sub region</li><li>Coordinating with Geomatics actors (Government, Academy, Private Sector, ICT and communities of interests, Civil Society) working in humanitarian and development sectors.</li><li>Animating of mapping parties, hands on workshops around key techniques, tools, and document of the OSM project within the local partner space and the OSM relays of the country of deploy</li><li>Outreach and guidance with Decision makers, Donors and actors likely to support and contribute to OSM; this include International Organizations, Government, Academy, Private Sector, ICT and communities of interests, Civil Society)</li><li>Communication through regular animation of the OSM wikis, blog posts and uses of social media</li></ul><p>The overall outcomes expected from the EOF project in those 4 countries are:</p><ul><li>An enhancement of the OSM base map freely accessible and reusable by all</li><li>The emerging of a local OSM community in each country - Liberating the potential of Geographic Information through the promotion of open source and open data approaches</li><li>A better understanding of population vulnerability to hazards and crisis</li></ul>
