Update base images to 3.11-alpine3.18

Proposed change

Updates our base images to the latest version (including the Alpine 3.18 bump).

This version contains a newer pip version and additionally a default pip configuration. This remove the need for some flags we sprinkle everywhere and above all, uses our newer wheels index (which results in faster builds).
