This pull request implements a routine that automatically cancels zombie builds that are stuck in a pending or running state for longer than the specified deadline (defaults to 24 hours). The primary causes for zombie builds stuck in a running state is login the runner while the build is running. All other root causes for builds stuck in a running state should be treated as defects.
