At the moment checkIAMPolicyOverrides both checks if IAMPolicyOverrides is needed and sets the value of g.hasIAMPolicyOverrides which is unexpected. Rename checkIAMPolicyOverrides to containsIAMPolicyOverrides, and return a boolean value to be set outside the function.
