Run go mod tidy

Update dependcies, specifically new logger library

Add Conflicts and Replaces to the PkgSpec (#33)

Package Conflicts will prevent the package from being installed if a conflicting package is already installed
Package Replaces will remove any packages that are replaced by one being installed

Add needed comma to goospec

* Pull version in build scripts out off goospec
* Add clean subcommand
* Use filepath.ToSlash in goopack
