This adds code scanning to find security vulnerabilities.

Ping. Any chance could get a review. This is the default code scanning setup from the GitHub template for Go projects

Thanks @oxisto we're one step closer to getting all the checkboxes green. We just need to write up a security policy for reporting vulnerabilities.
