With the addition of the /assets url prefix, users who visited a previous version of the site now may have two active service workers, one with the old scope / and one with scope /assets. This check for serviceworkers that do not match the current script path and unregisters them.

Also included is a small refactor to publicpath.js which was simplified because AssetUrlPrefix is always truthy now, making the second if clause obsolete. Also it makes use of the new joinPaths utility function too.

Also added serviceworker.js back to reserved usernames as per discussion in #15823. It's not strictly necessary but should we ever decide to move the script again, it's good to be reserved for such cases.

small refactor pushed which includes avoiding a double unregister in case USE_SERVICE_WORKER is disabled and removing some needless parallelism for better readability.
