Revert "repositories: drop lto-overlay"

This reverts commit 19c03f4. Put it back for now so people can pick up the fixes / news item which got added later (so they're not stuck syncing some old copy of it), especially as newer Portage got stabled w/ the portageq changes. Repo had some life in it since as well. I think we may want to consider dropping it again after a grace period for people to pick up these fixes though.
