cellular response -> 'occurs in' some cell #12255

We have general agreement that 'occurs in' some cell can be used as a differentium for 'cellular' in the response to stimulus branch.

However, there are 431 terms to fix. Not great to do by hand. And the payback for doing so is not large as most inference we want comes from ChEBI anyway. Might be worth it if/when we have some automated way to apply patterns.

If we end up dropping GO:cell for CL:cell, this issue will be affected. see #11414

to follow up, we now use CL:

FWIW, this DP does not capture what is intended by cellular-X. But let's just first make sure everything conforms to some DP. I want to merged all cellular-Xs into Xs. But a necessaru pre-requisite is consistent patterns
