Add support for AMD HIP.

Is there anything against merging this PR? I would like to see this patch in the next release that we can use ISSAC on spock (ORNL) and later on FRONTIER (ORNL) |

Add support for AMD HIP.
We use glm in our heterogeneous visualization framework ISAAC, to use ISAAC together with HIP as backend.
@christophe-lunarg Could you please check the bit value I used for the HIP compiler if the value conflicts with any other bistmask.
