Update AutoBalancer codes

• Remove duplicate declaration of transition_smooth_gain from Stabilizer and Autoblanancer
• Remove unused codes
• Rename functions and variables and align functions

何度か押してますがなかなか通らないですね。
この同じテストが通ったり通らなかったりするのは何が原因なんでしょうか？

にありますが，いろいろ理由がありますが，https://travis-ci.org/fkanehiro/hrpsys-base/jobs/31831813
は，travisのメモリがすくなくコンパイルに失敗しています．
全てのジョブをリスタートするのが難しい場合はこのジョブだけリスタートすると成功確率が上がります．

どうしてもだめなときはhrpsysをコンパイルするときの-jオプションの数を下げるという手も残っています．

（start-jsk/rtmros_hironx#191 ） に書いてある問題で，
