Add Harmonica v0.6.0 as the latest version supporting Python 3.7.
This is the latest Numpy version supported for Python 3.8.

Drop support for Python 3.7. Bump oldest version to 3.8 on test GH Action. Update compatibility table. Bump minimum Numpy version to v1.21.
